A Comparative Study on Policies against Elder Abuse in the Long-Term Care Facilities :Focused on 4 EU countries

Abstract
This study compared policies of elder abuse of long-term care facilities among EU countries(Germany, Netherlands, Sweden, England) for improvement of Korean policy. This study reviewed prevention policies of elder abuse of long-term care facilities in 4 EU countries(Germany, Netherlands, Sweden, England). So, the analysis in this study applied 4 dimensions(a universal approach, a selective approach, a target specific approach, and an organizational approach) according to a WHO European(2011) framework. The results of the study were as follows: First, in terms of universal approach, prevention policies were being pursued not only by central but also local government. Second, in terms of a selective approach, there were supporting policies of vulnerable elderly and dementia elderly at night time by country. Third, in terms of a target specific approach, multilateral policies are implemented to prevent physical restraints for nursing home residents. Finally, in terms of an organizational approach, it is necessary to control and regulate long-term care facilities strongly in various ways. So this study suggests that there are implications for prevention policies of elder abuse in the long-term care facilities.
